Is sp_getapplock usable in place of single-streaming using Global Temp Tables (disallowed in v12)?
As global temp tables, used to enforce single-streaming of critical stored procedures, e.g., ##DAILY, are prohibited in v12, can we execute sp_getapplock and sp_releaseapplock to mimic the same functionality?

Yes, this should work. Both sp_getapplock and sp_releaseapplock are available in Azure SQL Database V12.
