Internet Explorer will not run as non-admin user
After installing Internet Explorer 8 on Windows 2003 server with terminal services enabled, non-admin users cannot launch IE. I've uninstalled and reinstalled, disabled virus protection during install.

What do you mean that they can not launch IE , does it mean the IE does not open ? or it shows you an error message ?Network is my LOVE

It does not open, there is no error message, and nothing written to the event log. If I give the non-admin users admin access, they can launch IE8. IE7 does not have this problem.
