Please be informed that, It's not recommended to install IIS on a DC for security reasons. Also, you might want to install WDS on a member server not on a DC. Hello, I would not recommend installing services other than DNS and DHCP on a domain controller. I see here that you have file services, IIS and WDS installed. This is highly not recommended for security and performance reasons. For troubleshooting current issues, please check logged events in event viewer to check what is happening.
