IE Enhanced Security Configuration Issue

I usually turn off IE ESC for Administrators from dialog in Server Manager so I can download and install applications needed on a given server. This usually works when logged in as a local Administrator. However, when logged into the server as the domain Administrator, this setting isn't respected. The domain Administrator is treated as a regular user, and the only way to download files is to turn off IE ESC for all users.

What would be considered best practice for working around this issue? Should I add the domain Administrator to the local Administrators group? Or should I create a domain group policy?

Well, that's weird. I just realized Domain Admins are already added to the local Administrators group. So doesn't turning off IE ESC for administrators not working?
