For future Hyper-V questions, please use the Hyper-V forum here: http://social.technet.microsoft.com/Forums/en-US/winserverhyperv/threads

There are no licenses needed for Hyper-V.  There is a free standalone version and the Hyper-V role is included with Server 2008 R2 and above.

There are  no real limits on the number of VMs Hyper-V can support, the true limiting factors will be the hardware you're running on. Also, if you are running Windows Server VMs you will need to provide Windows licensing for them.

There is no licensing costs for Microsoft Hyper-V Core (It's free). There are however terms of use which define that the Operating System can only be used for the purpose of hosting virtual machines.

As far as I am aware there is no limit to the amount of virtual machines, however I would recommend referring to the licensing agreement yourself to confirm these details and get a better understanding of the legal limitations of the software.

I would be careful as to how many virtual guests you have on a host however, as you need to ensure that the host is able to cope with the load, features such as High Availability / Fail Over is useful for keeping things running smoothly.
