I have a win 2008 r2 server in the UK, I am travelling around a lot and wanted to be able to use a Proxy so I could present a consistent IP adress from my laptop while I am on the move. I don't necessarily need all traffic to go over this IP I'm mainly concerned about web browser traffic. Is this possible with built in features of win2008? if so how would I set it up? Thanks.

No. I think it is not possible with bulitin features in Windows Server 2008. You can bulid a VPN server (RRAS) with Windows Server 2008 features. However, all traffic will go through the VPN server instead of the HTTP traffic only. To achieve your goal, you will need to purchase Proxy Server (For example: Microsoft Forefront TMG server) and publish it to internet for remote users.
