It can be a secondary DNS server
http://technet.microsoft.com/en-us/library/cc816885%28v=ws.10%29.aspx
to create secondary dns zone:
To create a secondary zone
Open the DNS snap-in.
In the console tree, right-click the dns server and click New Zone.
In the New Zone Wizard, click Next to continue.
On the Zone Type page, select Secondary zone and click
Next.
Ensure that Forward lookup zone is selected. Click Next.
For Zone name, type the DNS name of zone (like example.com), and click
Next.
In the Master DNS Servers dialog box, enter the IP address of DC. Click
Next.
Review the settings you defined, and click Finish to close the wizard.

Hello,
If your other server is not a DC then here you will need to create a secondary DNS zone on this server.
How many DCs do you have?
If it is just one then I would recommend having at least two DC / DNS / GC servers for high-availability of AD / DNS services and so that you minimize risks of losing your AD domain. In this case, if DNS is installed on the second server, your AD-integrated
zones will be replicated and you will have two DNS servers holding primary copies of your domain DNS zones which is the best option.
For client computers, don't forget to make them points to more all internal DNS servers as DNS servers.
