YOu have clear with your express feature like memory limit,sql aget is not there so can not schedule job.

Tips:- You can schedule job using script in sqlcmd for windows scheduler.
You can take backup regularly and remove old backup job schedule by windows scheduler.

Based on my research, starting with SQL Server 2012 the redistribution rights are built into the SQL Server Express license, and registration is no longer required to redistribute this version of SQL Server Express.
