I am starting out in Azure and ran into a problem with billing hope someone can help me here. I setup an account and entered the billing information for setting up the API services. Now I want to create a different user who will be managing the service, how can I associate that user the service without the user needing to enter credit card to deploy the services? 

You can add the user as co-administrator and give them access to your Azure subscription,
