I know there's a limit of 1,200 DCs per domain due to FRS concerns and a limit of 1,200 domains per forest, is there a limit to the number of GCs you have have in a single domain or forest? My guess is that the same limit that applies to DCs can also apply to GCs since every DC can hold the GC role. Just a thought I had...
