How can I create an AD group and set up its group members to only allow them to log in during certain time frames. Ex: Time frame from 8am-11pm client has access. Thanks!

The only way I know to restrict logon hours is to modify an attribute of each of the users. In ADUC the "Account" tab of the user properties dialog has a "Logon Hours..." button where you specify the hours (in the local time zone) when the user is allowed to logon. This is saved in the logonHours attribute of the user object. You can also use "net user" and group policy to restrict logon hours.
