It is a very broad topic, you can secure desktop computers in variety of ways. Also the term shortcut is not detailed enough it can be a shortcut to web page or shortcut to application. I would start from implementing mandatory profiles on workstations. Revoking many user privileges through GPO is another way to secure the desktop. Also if you have W7 desktops AppLocker if previous releases Software Restriction Policies are an option.
