Based on my knowledge, Inetpub is a web folder created when you installed IIS web server.
As your Inetpub directory is not shared, it can not be accessed remotely as a shared folder.
To check if your folder can not be accessed if someone access your member server as a web server, please post your question in the
Official Microsoft IIS Site forums.

inetpub is just the home folder for IIS, within which you'll find subfolders for each related service you might have installed on the server. Eg if you have web services installed you'll have a wwwroot folder within there to hold your websites. There are
also folders for SMTP and FTP if you have those servers installed.
There's nothing special about the folder, and unless you've got a website configured in IIS pointing there then people won't be able to reach it via a web browser.
If you want your user to be able to access the folder you'd want to share the folder, otherwise I think they should be able to access it if they know the full UNC path to that folder, but that's probably not the most user friendly way to access it!
