Folder NTFS Permissions
I would like to prevent users from accidentally moving folders into each other at the root.  They will also need to have access to edit folders and files inside the root and sub folders.  Can someone steer me in the right direction to get this done?  Server 2

Thanks for your post.

When assigning permissions, move to Advanced, select access control entry and click View. Check "Apply To" section. By configuring permission scope, you may configure permissions for Users like "Read: This folder only" and "Modify: Subfolders and Files only". Try to play around with test folder and see yourself.

What you should get out of this is the user cannot move existing files and folders, but any file or folder they can create they will have full modify permissions.
