I am setting up a test failover cluster on my laptop using Hyper-V.
How should I set up the common storage?
Can I use my local hard disk?

Are you running Server 2008 R2 as windows 7 does not have the option to install Hyper-v?
When you setup hyper-v it will point to the C:\ drive for its storage and memory.
