I can't seem to click F11 and F12 in the remote PC. I am using the MAC remote desktop app.

Hi,

I assume you are not using an English keyboard layout. In my test it will work in English keyboard unless the shortcuts in Mac OS of F11 or F12 was changed.

Please check if RDC for Mac is upgraded to 8.0.19. If issue still exists, please share the language settings with us.

Also please test to use this application to see if issue persists. It is also released by Microsoft with a different code. It is still in Beta version but should help on keyboard mapping issue:
