We have 2 users like User-A, User-B

You grant User-B Full Access Permission for User As Mailbox:

can user-A send mail to anyone from User-B Mail Box?

Is it possible??

You need to ask in the Exchange forum for help with how to use and configure exchange.  You also need to consider whether your question makes much sense.  How would you be granting a user access?  The ADUC allows you to give users send access to another users mail.
