Event ID 7000 Service Control Manager
When I rebooted the Windows 2003 server recently, the following Event ID 7000 error would appear:

Description:
The Security Center service failed to start due to the following error:
The executable program that this service is configured to run in does not implement the service.

If I restart the Security Centre service, the following error will also be displayed:
Services: Could not start the Security Centre services on Local Computer.
Error 1083: The executable program that this service is configured to run in does not implement the service
The executable program is referring to what program(s)?
There is also no other error/warning in the event viewer.
I do not recall of installing any new software in this server, except the standard Windows Updates.
Would really appreciate it if someone could assist me to trouble-shoot this error.

I've tried the following:
sc querry wscsvc (is it the correct name for Security Centre service?), results are as follows:
SERVICE_NAME: wscsvc

(NOT_STOPPABLE, NOT_PAUSABLE, IGNORES_SHUTDOWN))

There is another message in the event viewer before event ID 7000, is it related to this error?

Further info if you click on the above link:
Version: 5.0
Symbolic Name: status_log_hard_error
Message: Unable to Load Device Driver : device driver could not be loaded.
Explanation
The program could not load a driver because the program user doesn't have sufficient privileges to access the driver or because the drive is missing or corrupt.
Which driver is corrupted? Can it be uninstall and installed?

Hello,
The Security Center service monitors and reports the security health status of the computer. Your server might have been hit by a virus. What is the Antivirus currently running on your server? Please update it and perform a full scan.
Do you have another Windows Server 2003 machine? Export the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Wscsvc to a .REG file and import it on the one with problem.

Trend Micro Officescan, will scan the server now.
All other Windows Server 2003 do not have such entry in the registry.

Hello,
Windows Security Center Service (wscsvc) a build-in service in Windows systems, I dont understand why it does not present in Registry on your other Windows Server 2003 machines.
Two options:
a. Install a brand new Windows Server 2003 system and export the .REG file.
b. There is a third-party tool made by mvps.org might help. See the URL below.

Hi Zhang,
I've scanned the server with 3 antivirus software, no virus was found at all.
3rd party tool seems to be for Windows XP, can it be used for Windows server 2003? Has anyone tried it in Windows server 2003?
Any other ideas of the cause of this error? Thanks.

Should I restore back from backup registry?
Is crcdisk error the cause? Why it was logged in after event ID 7000?

Sorry, Ravikumr, may I know which one do you recommend me to try?
Scan the server with malware/spyware tools?
Replace the missing Security Centre service?
The wscsvc entry is still in the registry and Security Centre service in the service. That explain why I've tried to delete the wscsvc registry and rebuilt it from wscsvc.zipI've also scanned the server with 3 antivirus software, no virus was found.

Windows Security Center also performs the same function of Antivirus software upto certain extent.I don't think so it is a virus attack and does not required to scan a PC using any AV SW.Even if you scan nothing wrong in that.
The only thing you need to check that wscsvc service is in running state or not. Go to services
console and check for the dependent services and try to restart each one before restart
wscsvc with admin rights.
Last try take registry backup and rebuilt
wscsvc registry if possible.I suggest you do this at final try.

Tried the above, still not OK.
But strangely, it's OK now after I had uninstalled the antivirus, rebooted the server and reinstalled back the antivirus. This software has been loaded in the server for many years and it did not have such problems at all.
