Event ID 26
We're running server 2003 and I'm seeing these events in the system logs
Application popup: ctfmon.exe - DLL Initialization Failed : The application failed to initialize because the window station is shutting down.
However, the system does not shut down. Is there a way I can determine why the server thinks it's shutting down even though it's not?

Yes, look for start up events. Otherwise, are you installing software at the same time of the messages? Sometimes, I see this when software recently installed tries to trigger the auto reboot, you see when finishing an install. SOmetimes if this triggers
on start up, it may not shut down properly if the system is not done booting up.*a

Thanks for the response. The weird thing is that nothing was being installed or the system was not shutting down. Is there a way to determine what is triggering this? What is making the system think it's shutting down even though is isn't?

This usually happens when the system begins the shutdown routines, but hangs. There should be an earlier event stating that the system is shutting down that notes what user and process triggered it-- look for an event in the System log with a source
of user32.

Hi,
When did the error begin to occur? Did you receive any error when using the system? What is the Office version on this server? CTFMON.EXE is a file gets installed
with Office applications. It actually activates the Alternative User Input Text Input Processor and the Language Bar. The program monitors the active windows and provides text input service support for speech recognition, handwriting recognition, keyboard,
translation, and other alternative user input technologies.
To help narrow down the root cause, please check whether the error occurs in Clean Boot mode.
Clean Boot
==========
1. Click "Start", go to "Run", and type "msconfig" in the open box to start the System Configuration Utility.
2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click Disable All (if it is not gray).
3. Click the "Startup" tab, click "Disable All" and click "OK".
4. Restart your computer. If the "System Configuration Utility" window appears, please check the box and click "OK".

Thank you for your response. Unfortunately, I won't be able to reboot this server for a while to troubleshoot this.
Also, there is no events for user32 prior to the event logs. No real indication of what caused this.

please post the event id and source, well as the 5 events prior to and after. If tye yare too generic, please post 10 before/after.
Make sure there are no filters applied.
