I'm having same problem with Windows XP Professional 32-bit on multiple machines. An excerpt of the windowsupdate.log is below. It looks like the digitial signature isn't trusted on one file and it can't download another. 08-20-12 Update: I was able to resolve this issue on my machines by going to the Automatic Updates tab on the System control panel applet and clicking the "Windows Update Web Site" link. Doing so started Internet Explorer (IE7) which prompted for an Update Agent update. After updating the agent, some machines required rebooting and others didn't. Try out deleting the software distribution folder, rename catroot and uninstall and reinstalling windows installer, this worked for me...

Excellent! MikeFraser's solution worked. One caviat, on IE 8 the "Windows Update" option he is talking about isn't found under "Tools", but under "Safety". But other than that, the solution works as described.

Using the French website one time (http://www.update.microsoft.com/microsoftupdate/v6/default.aspx?ln=fr) as you mentioned does fix the issue, so I assume this is something that needs to be fixed on the US English site by MS.

I'm working on updating my servers for my monthly maintenance window. A new windows update agent is out there and has to be installed in order to get new updates. So, I install the update and now I'm getting an endless loop on the update.microsoft.com screen. It flips from the "Checking if your computer has the latest version of Windows updating software for use with the website...", then to the "Checking for the latest version of Windows updating software..." then back and forth and back and forth and eventually times out to the "The website has encountered a problem and cannot display the page you are trying to view." screen. The os is windows 2003 In fact it doesnt matter if it is windows 2003 or windows 2003 enterprise, 32 or 64bit. If anyone can assist, it would be most appreciative.

I have the same issue on just about every server (Windows 2003 R2 x64 server). Here's my solution: Close the looping IE (I have IE7) Open IE and then go to Tools, Windows Update. It will then prompt to install Microsoft Update (twice!). Then, all is well. I hope this works for you. -Mike

mikefraser you rock! I have been running into this problem on almost every computer I've tried to update recently and your solution fixes it: "Open IE and then go to Tools, Windows Update. It will then prompt to install Microsoft Update (twice!)." Thanks!

Actually, you are both right. It IS found under "Tools" if you are using the menu bar up top. However, you are correct in that it is under "Safety" on the command bar. I'm just happy that solved the issue for me (and others). Also annoying to have to do on a bunch of machines but thank you MikeFraser! PS - Sorry for proposing your answer and then un-proposing....site was acting really weird under Firefox on this machine. Had to redo my answer in IE.
