End User Agreements
I'm looking for some utility/software that enables us to create End User Agreements, that a new Domain user logging on first time has to accept. This then can be stored somewhere. At the minute we send out paper versions of the agreement users sign and send
back to IT department.

Most of my customers who want users to acknowledge an Acceptable Usage
Policy (AUP) use the Interactive logon: Message text for users attempting
to log on Group Policy setting and they aren't concerned about only
displaying it at first logon.

Hi Paul !
An alternative way of doing what the OP wants may be setting up some
logon script so that at logon the script will check if a given "flag
file" exists in the user's own folder and, if it's not the case, will
show the message and create the file; not sure it's what the OP wants,
but I think it may come close (although the whole idea has pitfalls and
YOUR idea is far better imVVVHo)
