I have two PC's Server1 and Member1 both running Windows 2008 R2 Enterprise. I have deployed ADCS on Server1 with custom user templates, key recovery agents, auto-enrollment etc etc and Member1 is part of the domain. Now for some reason I can't encrypt any folder on my Member1 PC through non-root admin account. Even domain admins can't encrypt the folder and the only account that can encrypt is the super admin dcpromo created.
