I didn't quite understand the question but I am guessing you want to move the FSMO roles that were on the defective DC to the last DC available.
If you can't get back the DC online, you have to seize the roles that were on that DC and make sure that it won't be brought back as a domain controller. To seize the FSMO roles you have to go to your remaining DC and use ntdsutil.
On any domain controller, click Start, click Run, type Ntdsutil in the Open box, and then click OK.
Type roles, and then press ENTER.
Type connections, and then press ENTER
Type connect to server <servername>, where <servername> is the name of the server you want to use, and then press ENTER.
At the server connections: prompt, type q, and then press ENTER again.
Type seize <role>, where <role> is the role you want to seize. For example, to seize the RID Master role, you would type
seize rid master.
You will receive a warning window asking if you want to perform the seize. Click on Yes.

Then simply log on that other DC and transfer the FSMO roles on it.

Hello,
You can transfer FSMO roles to the new DC using UI or NTDSUTIL commands.
Just if your server will be okay after a short period, there will be no need for such transfer. More about impacts if an FSMO holder is down: http://windowsdevcenter.com/pub/a/windows/2004/06/15/fsmo.html
