Define data recovery agent per OU
I tried to setup up a RA on a gpo I created though when encrypting a file as a user the DRA did not appear. When I added the RA to the default domain policy it did appear when encrypting a file. Is this by design and does this mean I cannot define different
RA per specific OU?

Correct. EFS DRA can only be applied at the Domain level.
