Default Password Policy
2003 Active Directory: Was asked to create a new password group policy in the domain instead of setting the password policy in the default domain policy. Policy will be for all users. Will this work?

Hello, do you mean applying multiple password policies in a single domain? If yes then this can not be done using your current AD environment. you can just add child domains and apply a password policy on each domain linked at the domain level. To apply multiple password policies, your DFL should be 2008.
