Databases keep disappearing today

Two of my databases on a v12 SQL server machine keep disappearing today. Even when they are visible they don't seem to be running. 

I was getting errors stating that my web app service couldn't reach the SQL databases saying it cannot open the server (Client with ip could not access server).  I tried to toggle the firewall settings (off then back on again) for azure services to see if that would make any difference but even that would throw an error.  This has been going on since this morning. Looking at the azure status dashboard it looks like everything is supposed to be OK, so not too sure what other options I have other than maybe trying to load a backup?

Anyone have any insights into what might be going on?

There was an outage at West US region, Customers using V12 SQL Database in West US may experience failures when
attempting to perform CRUD operations (create, rename, update or delete). A subset of customers may not be able to see their running databases in their Management Portal. Current SQL runtime operations are not impacted by this
issue. This issue has been mitigated and please check and let us know if you are still facing this issue.

attempting to perform CRUD operations (create, rename, update or delete). A subset of customers may not be able to see their running databases in their Management Portal. Current SQL runtime operations are not impacted by this
issue. This issue has been mitigated and please check and let us know if you are still facing this issue.
