I am getting below error when I am trying set partner to principal server

Error: 1474, Severity: 16, State: 1.

Database mirroring connection error 2 'Connection attempt failed with error: '10061(No connection could be made because the target machine actively refused it.)'.' for 'TCP://DRSQL2008R2.test.local:5023'.

From the principal server machine:

- can you "PING DRSQL2008R2.test.local" ?

- can you "telnet DRSQL2008R2.test.local 5023" ? If you receive an error instead of a blank screen, it might be a firewall problem.

Also:

- check the database log on a principal, it may contain a more useful error message. Sometimes error messages are stripped because of security, and full error is logged. Also check the log on the mirror.

- checksys.database_mirroring_endpoints on both servers
