DHCP split scope weird behavior

I have one Windows 2012 DHCP server and one Windows 2008 R2 DHCP server

I created split scope between them.  The split scope rule is 80/20.  The Windows 2008 R2 DC holds 20% addresses and  500ms delay configuration.

The windows 2012 DHCP server ran out of addresses and computers do not get leased addresses from Windows 2008 R2 server.  I changed 500ms to 0ms delay and still can not lease addresses.

Questions:

1. Does split scope work between Windows 2012 and Windows 2008 R2?

2. If Windows 2012 DHCP addresses use up, should computers get ip addresses from Windows 2008 R2 DHCP?

What am I missing?
