I am assuming you mean replication from FRS to DFSR. It is pretty straightforward if you follow the documentation.
The big one is are you up to 2008 Domain Functional levels.
Verify healthy replication of ALL domain controllers.
The good part about the migration is you can do it step by step when you are ready. From Prepared phase to Eliminated phase.

No I am not referring to migration from FRS to DFS.
Need to migrate DFS from one server to another. What should be the considerations and questions for a successfull DFS migration.

May I ask that do you mean DFS server migration?
And you want to migration the DFS server from one domain to another?
If so, I suggest you refer to the article below, it's important considerations both during and after the migration.
Or do you just want to migrate the DFS to another server in the same domain?
If it in this scenairo, you could install the DFS Feature on another server and add it to the namespace using the DFS Management snap-in. This will give the namespace high-availability. You may use robocopy or setup replication to do that.
Beside, I suggest you backup for all your data.
