Ok here is what I found out on our lab systems. We are running Windows Server 2008 R2 on all DCs. We have a hub and 2 sites connected at 64kbs. We have a DFSR directory that contains 107 files approx 6Meg each. When we update around 20 of them on the hub (approx 128Meg total). I run the "dfsrdiag replicationstate" and it shows the files being downloaded to both sites. It actually show some files twice in the list and I don't understand why. one site will receive all 20 files in around 5 hours or so. I wait over night and the other site has not even received one file. I run a "dfsrdiag replicationstate" and it still shows it is working on it. So now it has been > 24 hours and no files. I bump up the bandwidth to full for 15 minutes and they appear almost right away. When I look in the logs (C:\Windows\logfiles\dfsr00255.log), I see errors in there saying: "7008 C The compressed data is invalid". We also see arrors like this: Error:[Error:9024(0x2340) Rdc::SeedFile::UseRelated rdc.cpp:1573 6392 C The file meta data is not synchronized with the file system] I don't know how to fix this and cannot bump the bandwidth to full since our sites are limited to 256kbs. I have tried rebooting but that didn't work. I tried bumping up the staging size to 8gig and that didn't work. The disk space on every share is only using around 4gig of 100gig so it isn't a disk space issue.
