I tried Safe mod and Safe Mode with networking and either way I am having the same issue. Are mouse/keyboard directly connected to the box or are they going through a KVM switch ? Also, are the keyboard mouse USB ones ? If so, check if the system has a back "PS/2" type (minidin) keyboard connector, if that's the case, try unplugging the USB keyboard/mouse, plug in a "PS/2" keyboard and try powering on the system; if it works that way then the issue may be related to the (hardware) USB controller or to some drivers issue; to ensure it isn't a software issue, boot the system and proceed running (given that the PS/2 keyboard will work) an "sfc /scannow" to ensure the system files are ok, then, try reinstalling the USB drivers and check if the problem goes away, otherwise, I think you'll have to call in the h/w support personnel and have them check the box Forgot, sorry, to ensure it isn't an hardware issue, you may also try booting the system using a Boot-CD and checking if, using it, the mouse/keyboard will work; if this isn't the case, then, again, the issue may be probably caused by some hardware failure
