DC1: eventid 13568, DC2:13508
Hello,
I have a 2003 DC1 and now I have installed a second DC2 2k8 R2 as backup.
I have transfered all the roles from DC1 to DC2 but I have problems with FRS on DC1.
The DC1 is getting the error 13568:
The File Replication Service has detected that the replica set "DOMAIN SYSTEM VOLUME (SYSVOL SHARE)" is in JRNL_WRAP_ERROR.
Replica set name is : "DOMAIN SYSTEM VOLUME (SYSVOL SHARE)"
While on the new DC2 is getting the error 13508:
The File Replication Service is having trouble enabling replication from DC1 to DC2 for c:\windows\sysvol\domain using the DNS name dc1mycompany.local. FRS will keep retrying.
From dcdiag and repadmin I see that the AD replication is OK, the only thing is missing are 2 folders from C:\WINDOWS\SYSVOL\domain\Policies

For sure, have you applied adprep function for DC1 and change the forest level appropriately before doing any other step?
You should wait before the replication is finished before you transfer roles and the same is true for global catalogue. You had to test the replication and AD health before role transfer.

I haven't touched the DC's 2 days, the DC is very simple with less than 50 computers

If I do a nonauthoritative restore as I understand the DC1 will try to get the data from the DC2, so I will lose the data that I need to recover
As I can see, just 2 folders are missing from C:\WINDOWS\SYSVOL\domain\Policies
May I demote the DC1 and recreate the missing policy objects manually if needed?

That depends of how you set burflags. You can configure DC1 to get the copy of the SYSVOL folder from DC2 or configure DC1 to get the SYSVOL folder from DC1.
If DC2 is a DNS / GC server then you can demote DC1 by proceeding like that:
Run netdom query fsmo to check if DC1 is an FSMO holders and transfer all FSMO roles holded by this DC to DC2
Demote DC1 Promote it again and make it a DNS and GC server
Just perform a system state backup of your servers before proceeding.
