I have been attempting to deploy an existing test db from my local SQL Server 2012 instance (LocalDb) to azure using the SSMS 2012 Deploy to Azure tool.  I keep getting this error:

I assume there is something wrong with the Azure user permissions not allowing the user creation?  If so, how I fix.  if not, what else should I check?

What error message did you received? Based on my test, I can deploy the LocalDB database to Windows Azure SQL database in SSMS 2012. Please post the error message for further analysis.

To create new database on SQL database, you must have a level principal login (created by the provisioning process) or members of the dbmanager database role.
