Custom Roles

Is it possible to delegate a role for SCVMM with Server 2012 R2 Hyper-V and restrict the members of this role to the following tasks or is there a predefined role that does these things already?

Connect to preconfigured VM via console, power on and off, create and revert snapshots.  

We want to install the SCVMM console on their local workstations and have the users access the VM console session without having to RDP into the host server or RDP into the VM.  We do not want the users to be able to change VM hardware settings, virtual switch/network settings, delete VMs or create new VMs or anything else like that.

We cannot simply add the users to Hyper-V Administrators group and have them use Hyper-V Manager from the RSAT tools because the Hyper-V Administrator permissions are extremely excessive.

Yes, SCVMM does this.  It is one of its values on top of Hyper-V.

The model has not changed since the beginning of RBAC in SCVMM.  A user roles can be attached to a cloud or a host group. 

I would suggest using Clouds (as your user access point to VMs) as that abstracts all of the infrastructure away.

Not sure about "Clouds."

They need to see just enough to be able to manage checkpoints so they can roll back changes on their own.

Yes you can configure  the user to allow them to take snapshots for cloud VMs .
