Context Menu & Ownership
I have an issue with the Conext Menu and folder ownership on Windows Server 2008 R2...
In Windows Explorer, I go to a drive (or sub-folder too) I want to create something new in. If I right-click on it select NEW, the only option is 'Folder'. All other default options (shortcut, text, zip, etc.) are not there. However, if its
a folder I created, I see all the Context Menu options. It seems to be tied to folder ownership.
It seems if I'm the folder owner, the context menu works fine. If I don't own it, the context menu only shows 'Folders'. I am a local Admin. Running an elevated Explorer makes no difference.
I'm sure this is some sort of policy, but I can't quite figure out which one is controlling this behavior.
Any ideas?

Is this Windows Server 2008 R2 computer in a domain?
As far as I know, the native group policy to control context menu is:
[User Configuration\Administrative Templates\Windows Components\Windows Explorer\Remove Windows Explorer's default context menu]
However, if you enable this policy, it will disable all the Windows Explorer context menu.
Currently, please run rsop.msc on this computer to check what policy has been applied.

Yes, it is in a domain.
The context menu policy referenced is not enabled. RSOP confirms this as well.
