Computers can't log on and servers do not respond when MS server 2003 domain controller restart.

We have a mixed setup of 2003 and 2008 R2 domain controllers on our network, but when the 2003 servers are turned off, the whole network freezes.  Users cannot login to the network and servers take a long time to log in to.

In anticipation of deleting the 2003 dc's, the roles of PDC, operations master, RID, infrastrucure master, and schema master have all been moved to 2008 DC's.

The DHCP server has been moved from this DC, and all clients records for DNS servers were changed to point to 2008 DC's.  I can't think of anything else in the domain that still points to these old servers, but there must be something on the network still sending requests to it.

Anyone got any ideas as to what I can check as to why when the 2003 servers go down everything else does too?
