Hi,
Within the Windows network, how can I check the relevant client machine running in Win 7, is using any terminal service and is accessing any other remote machines there?

Yes you must be a administrator to perform this command.This sort of error you get when you does not have admin right to particular machine/server.

Command qwinsta is used to display the sessions of particular server/workstation, which you want to query. Seems you are using IP address of the host to find active sessions.If you want to know host
name use nbtstat command and the syntax can be nbtstat -A IP address
qwinsta command syntax is:qwinsta /server:<host name of server/workstation>

I don't think so we can get this information from host machine.But we are able to know how many terminal sessions have been opened by using process name in task manager or tasklist command
tasklist /fi "IMAGENAME eq mstsc.exe"
Alternatively, in remote machine we can see from where RDP sessions has been taken also open Task manager>user>
---display active sessions of particular server with client names.

Can I issue this
tasklist /fi "IMAGENAME eq mstsc.exe"
within the client machine? I do want to list out all of the connections including any remote terminal ones, of the given ip, of the client machine against which I want to do a check.

Try to run below command in client machine to get info about RDP Consoles, which are open in the particular client machine.
C:\>tasklist /v /fi "IMAGENAME eq mstsc.exe"
command output will be in the form of
Note:Window column represents-Remote server name (RDP Consoles).

Can you please elaborate more. I am not understanding what are you trying to accomplish?

C:\>tasklist /s "remote machine" /v /fi "IMAGENAME eq mstsc.exe" gives you info what you are looking for?
So run this command in current PC, if you want to know opened RDP sessions in remote machine.Regards, Ravikumar P
