Cannot update password through Group Policy

We need to reset a password that we use on all workstations through windows server 2008 r2 policies. When I open up group policy go to Computer Configurations> Preferences> Control Panel Settings>  Local Users and Groups and click new local user and fill in info below I do not get the password or confirm password options to open up. Why this is happening where before when I would create a user or go in to change the password it, it would allow me to enter in the information. How can I get around this so I can create a GPO to change the password for a local account on each of our systems.

Hi

  the GPP approach has been removed with a security patch, because of the security concerns with storing passwords in Group Policy Preferences.
  Microsoft has removed the ability to create or modify any Group Policy which contains a Group Policy Preference that specifies account credentials. You can refer to this blog post (Note the blog post also includes a solution to this problem):

I hope, the above given suggestions would help you to resolve the concern.

While it comes to change local admin/users password, I can suggest you a free tool named Lepide local user management tool that helps to reset local user passwords even, to enable or disable account status in a quick way.
