Cannot get IE11 to install - 40007

OS: Windows Server 2008 R2 SP1....

I have installed all the pre-requistes hotfixes and rebooted. Try to install IE11 and keeps on failing on this:

Setup exit code: 0x00009C47 (40007) - Required updates failed to download.

How is this possible if even the logs state I have all the correct versions installed! The logs do not even show why it is failing except stating it is trying to connect to the internet to get more hotfixes - well...this is not possible as our servers have no internet access at all and I cannot even try and force it to change that..what patches/hotfiex am I still missing??

Since the logfile doesn't confirm (there is no True result on this log line) that the segoeui font is present/correct it's probably that issue?
