We have a Windows 2003 R2 server on which I am unable to execute any 16-bit installers to upgrade a legacy app. When double-clicking on the installer, nothing happens. No error message and no entry in the event viewer logs. I have tried the following: - Change the Compatibility Mode to all options - Enabled the "Allow non-administrators" to run this program - Tried running under a domain admin account and a local admin account This app was previously running on another Windows 2003 R2 server on which we were able to run these 16-bit installers.

Hi, Yes the issue still exists when performing a clean boot following the KB in your post. I tried the following with no success: - Safe Mode with Networking - Safe Mode without Networking - Ran MSConfig and deselected all options GB
