Cannot connect to Azure SQL Database (with MS SQL Server Management Studio 2014)

I have been trying to connect to Azure SQL Database with SQL Server Managerment Studio 2014 without succeeding:

I already added my IP to the azure firewall rule, disabled Windows Firewall, Added port forwarding for all protocol and enabled DMZ on my router, using Named Pipes / TCP/IP protocol with / without Encrypted connection checked, increased timeout to 30s. What else can I do? Does the tracert result mean that Microsoft blocked my ISP or something?

Okay I have confirmed that it's a network issue (either Microsoft or my ISP).

I just downloaded two apps on my android phone which can be used to connect to SQL server. When I am using the LTE mobile network, the apps connect to my azure SQL database in a blink; but when I use my home Wi-Fi, they couldn't connect at all.

To confirm that it wasn't a problem of management studio or my router, I tried to connect my PC to my ISP directly, again it doesn't connect at all (even after I got another IP from my ISP because of the change of device), but when I use USB-tethered network provided by my android phone, it connects.

I am so disappointed now. I can't believe that I can't use Microsoft's Azure service properly with a major ISP in Hong Kong (Hong Kong Broadband Network).

P.S. The problem is obviously not related to firewall setting of my Azure SQL server, because I just deleted all the rules and connect with the apps through the LTE network again, I can get a clear message which tells me to set up the rule to allow the connection. For the case of my home Wi-Fi, it basically just times out.
