Cannot browse the web

I have a Windows 2012 R2 Server in a work group.  The server was setup to facilitate Remote Desktop/Terminal Server.

Recently, I cannot browse the web using IE (This page can't be displayed), Chrome (This webpage is not available), nor Firefox (Server not found).

I can PING the names of the sites.  So DNS can resolve the addresses.

Did the following:

- Checked, no proxy server in Internet Options.

- ipconfig/flushdns.

- Installed latest Windows update restarted numerous times.

- Ran mrt.exe.  Found nothing.

- No viruses according to Webroot.

Any help/advice is greatly appreciated.  Thanks.

Is this a new issue? were you able to browse the sites before?  Have there been any changes on the server or network? Have you checked firewall rules? You can try a program called fiddler to see if there is a any return http traffic.
