Can our onprem SP 2013 search crawl an external cloud hosted site?
is it possible for our onprem SP2013 farm to crawl an externally cloud-hosted website? (for example a site hosted on Adobe Experience Manager)

As long as you have an account that can login to the site you should be able to set it up to crawl using the web content type. There are limitations in terms of things like "security trimming" but you can crawl the content.
