Hi, it's a services, and you need to install the Routing and remote Access role in Windows 2008 Server to find the management console in Administrative Tools. go to the Add Role Wizard, you need to add NETWORK POLICY AND ACCESS SERVICES role then the Routing and Remote Access Services Role.
