Can't see USB drives when creating restore key

Running Windows 2012 R2.  All patches installed. I had two computers I wanted to restore fully to a prior backup. Let's just say Windows 10 upgrade didn't go well and the built in uninstall wasn't very good.

Anyway, I went into 2012 R2 and into Tools and then clicked the button to create a key.  Problem is no matter what size USB stick I place in the server, it never shows in the pulldown.  Tried 2GB, 8GB, 16GB, 64GB.  All different brands.  Refreshed a bunch and nothing.  The sticks do show in Windows explorer so they are physically there and recognized by the OS.  Any idea why they don't show up to be used for restoration media?

I'll probably end up doing a PXE restore but still not working right.

Do the drives show as removable drives in windiows explorer?  As in if you right click is eject and option?

You can use diskpart to manually format a thumb drive fat32, mark it active and copy the files from

C:\Program Files\Windows Server\Bin\ClientRestore
