My account contains only 2 storage accounts, when i try to delete the storage account i get "Could not delete storage account 'portalvhdscgkj209nf5k3m'."

Based on the error message, the term "portalvhdscgk209nfk3m" indicates that you have launched a Azure VM and it has created a temporary storage account for the purpose. 

Check whether you have deleted the Azure Virtual Machine which you have created who's VMs are in that storage account. If you have deleted the Azure VM, go the DISKs in the Azure VM menu, there would OS / Data disks for the VMs which would be present although you have deleted the VM. Delete the VMs. 

Then retry deleting the storage account.

They should add your answer to the error details.
