Can't delete DHCP leases

Hi I have a DHCP scope that is allocated 128 possible addresses but only have 33 in use according to the DHCP snap-in. I am getting an error that says "No IP addresses are available in this scope or superscope." I have checked the scope via the command line using netsh dhcp server scope x.x.x.x show clients and there I see all 128 addresses listed, most with Lease expirations of over 6 months. I've tried to run delete lease x.x.x.x to remove single leases and it completes but when I show clients again, I still see the address I just deleted. 

This is only happening on this one scope and no others and lease duration is set for 8 days. I have also reconciled this scope but not changes. Any help is appreciated. T
