Ok, found the answer. You have to go through the marketplace (as per the tutorial :) and search with "ClearDB" I had to pick the free tier (Mercury)and still got this error about my billing:
{"error":{"code":"ResourcePurchaseValidationFailed","message":"User
failed validation to purchase resources. Error message: 'The market on the billing account does not match the market on the user account'"}}
So I googled and followed the instructions here:

My home country is not the US, so I had to delete a datamarket service and edit / change it to the right one.
I then went back and created the mysql db and it worked!!
