According to your description, when exporting to CSV file with data, the CSV format works properly, right? 

In Reporting Services, when exporting to CSV, formatting and layout are ignored. For more detail information, please refer to this link: Exporting to a CSV File (Report Builder and SSRS). In your scenario, if the tablix has no data, the report will display nothing in the tablix. If possible, please post the images about report design and preview report. 

For you requirement, if there is no data in the tablix, you can use an expression to control the visibility at row level. Please refer to the following links:
