While there are Developer edition for sale of many products, really, no one buys those anymore.

The proper way to license all non-Production software is through MSDN Subscriptions. You would need one for each developer on you team.

The only restriction for a Developer Edition, is that each developer/tester needs a valid license, and you cannot use it for any production scenarios.
